Putting citizens at the heart of transformation!

Manchester City Council is one of the UK’s largest Local Government Authorities. We serve a growing, diverse and vibrant community of over 575,000 residents, with a wide range of valued public services which touch and enhance the lives and wellbeing of each and every Mancunian in ways that are both impactful and insightful. What we do matters.

With an annual revenue spend of £1.5bn and a workforce of over 6,000 staff, we are Manchester’s largest employer and one of its leading businesses and catalysts for growth. Our shared vision is that by 2025, Manchester will be in the top flight of world-class cities: a thriving, sustainable, highly skilled, progressive, equitable, liveable and low carbon connected city.

As a Council our smart use of digital, data and technology will play a prominent role in enabling us to deliver this vision. In placing our citizens at the centre of activity, we will ensure that that Manchester remains unparalleled in its attraction as a great place to work, live and connect.  With over 300 locations, a network stretching over 25,000 miles, £55m pledged for ICT investment up to 2021 and with over £100m of supplier contracts under management, we offer scale, complexity and a genuine, unrivalled career challenge.

As an organisation, we harness digital, data and technology opportunities to deliver our priorities: making our services more accessible for our customers (citizens, visitor and businesses), maximising the potential of our workforce and working more collaboratively across the local public sector.

In this cross cutting and pivotal role you will lead the iterative development and delivery of our digital, data and technology transformation programme, providing blended teams with inspiring strategic leadership and expertise to ensure that we define, deliver and maximise sector leading platforms, products, services and capabilities in support of our corporate strategy.  Putting our diverse customers at the heart of your thinking, your provision of a high performing, integrated technology infrastructure will provide a strong foundation for pioneering digital solutions, advanced analytics capability and optimum ways of working and you’ll lead others to deliver change in a large-scale live environment.

With experience of defining and delivering ambitious technology-enabled transformation in an organisation of a similar size, scope and complexity, you will be an accomplished and credible leader and change agent, able to secure cooperation and support for a high value portfolio of work from a variety of internal and external regional stakeholders, exceeding expectations through exceptional delivery.  An inspiring and effective communicator, you will bring experience of having transformed services and technology provision elsewhere, having led a step change in delivery capability and embedded an enterprise wide appetite for continuous improvement. You will also be commercially astute, able to build strong working relationships with a range of external partners to maximise impact and agility.

We are looking for an inspiring leader who is attracted to our strong vision for our great city who will work closely with our partners in Health and the  Greater Manchester Combined Authority taking forward our vision for the city.  The successful candidate will need to build strong working relationships with the Council’s Elected Members.
